17-year-old Phillip Winston Miller was driving a car where a 14-year-old girl was killed and a 13-year-old was critically hurt. The cause of the crash has not been determined.
Miller had an Intermediate Restricted Drivers License according to the Tennessee Highway Patrol.
That means there are limitations on who can ride with him and how many passengers he can carry. It's a law that a Memphis mother, Sue Anne Duffy, fought for after her son was killed by a teen driver. She is saddened by this latest crash.
"It brought everything back. And, I was devastated for the family," said Duffy.
